City of Hometown City Council met Oct. 24.

Here are the minutes provided by the council:

Call to  Order: The regular meeting of the City Council of the City of Hometown was called to order by Mayor Frank Finnegan on Tuesday, October 24, 2023 at 7:00 P.M.

Pledge of Allegiance: The Pledge of Allegiance was led by Alderman Brookman.

Roll Call: Roll call indicated that the following were present: Aldermen Zak, Banasiak, Walsh, Forney, Reynolds, Grochowski, Rivas, Brookman, and Kurysz.

Absent: Alderman Barnhouse.

Also present: Elizabeth Attard, City Attorney, Bonnie Gesiakowski, Director of Public Health and Safety, Commissioner, James Forbes.

Press: Kelly White, Hometown Hi-Lites.

Journal October 10, 2023 Moved by Alderman Walsh seconded by Alderman Rivas to approve as published the Journal of October 10, 2023 regular City Council Meeting.

Roll call, the vote was:

AYES: (6) Aldermen Banasiak, Walsh, Forney, Zak Rivas and Kurysz.

NAYS: (0)

ABSTENSION: (3) Aldermen Grochowski, Brookman and Reynolds.

ABSENT: (1) Alderman Barnhouse.

MOTION DECLARED CARRIED

CITIZEN’S HEARING 

Gary Dolan, 4609 88th Street asked if there was an update on the speed deterrent issue. Mayor Finnegan stated over the past two months the Police Department has had 907 stops and 748 stops, we are finding that is deterring people speeding as well as no stopping at stop signs. The Chief has put out directives for problem areas and it seems to be working. There are communities taking up the permanent speed bumps due to the snowplow damage.

REPORTS AND COMMUNICATIONS 

Office of the Mayor 

Mayor Finnegan commended the Park Board for the great Fall Fest, it was a beautiful day, the music provided by Jacee and Becky was outstanding, the turn out was excellent. The 125 pumpkins were all painted. The streetlights out on Duffy will be worked on by Meade tomorrow. The Police Department did Beacon training this past Saturday at the middle school. There is a potential new business at the Shopping Center, a hair salon. There have been permits submitted for the dispensary.

Mayor Finnegan stated he wanted to appoint Melissa Weber as a Commissioner on the Park Board. Moved by Alderman Banasiak, seconded by Alderman Grochowski to approve Melissa Weber to the position of Park Board Commissioner.

Roll call, the vote was:

AYES: (9) Aldermen Banasiak, Walsh, Forney, Zak, Grochowski, Brookman, Reynolds, Rivas and Kurysz.

NAYS: (0)

ABSENT: (1) Alderman Barnhouse.

MOTION DECLARED CARRIED

Office of the City Clerk: 

City Clerk Mary Jo C. Hacker had no report.

Office of the Treasurer: 

City Treasurer Salvatore Roti had no report.

REPORTS FROM CITY APPOINTED OFFICIAL 

City Attorney: Attorney Elizabeth Attard had no report.

Police: Louis Dominguez, Chief of Police, was not present.

Public Works Department: Mark Trlak, Director was not present.

Building Department: James Forbes, Commissioner had no report.

Health & Safety: Bonnie Gesiakowski, Director, wished everyone a Happy Halloween.

REPORTS FROM STANDING COMMITTEES 

FINANCE COMMITTEE 

Accounts Payable Payroll October 24 2023 Moved by Alderman Forney, seconded by Alderman Zak to approve for payment the accounts payable vouchers in the amount of $305,337.62 and payroll vouchers in the amount of $69,536.59 for a total expenditure of $374,874.21.

Roll call, the vote was:

AYES: (9) Aldermen Banasiak, Walsh, Forney, Zak, Grochowski, Rivas, Brookman, Reynolds and Kurysz. 

NAYS: (0)

ABSENT: (1) Alderman Barnhouse.

MOTION DECLARED CARRIED

STREETS, SIDEWALKS AND MUNICIPAL BUILDING COMMITTEE 

Alderman Glen Zak, Chairman had no report.

WATER AND SEWER COMMITTEE 

 Alderman Daniel Walsh, Chairman moved, seconded by Alderman Banasiak to award the Kenton Avenue 30” Diameter Outfall Sewer Cleaning and Televising to the low bidder recommended by Hancock Engineering, Sewertech LLC. With the bid of $15,375.00.

Mayor Finnegan explained the high bid was from the company that did the Komensky line, and this was too small for them, so they overbid the project.

AYES: (9) Aldermen Banasiak, Walsh, Forney, Zak, Grochowski, Rivas, Brookman, Reynolds and Kurysz. 

NAYS: (0)

ABSENT: (1) Alderman Barnhouse.

PARKS AND RECREATION COMMITTEE 

Alderman Tom Brookman, Chairman had no report.

BUILDING COMMITTEE 

 Alderman Brian Barnhouse, Chairman was absent. Alderman Walsh notified the City Council of the results of the Zoning Hearing from October 18, 2023. The Board voted 6-0 to allow the 6 ft. fence to be installed.

CODE AND ORDINANCE COMMITTEE 

Alderman Robert Reynolds, Chairman had no report.

INSURANCE COMMITTEE: 

Alderman Rick Banasiak, Chairman had no report.

PUBLIC HEALTH AND SAFETY COMMITTEE 

Alderman Luci Kurysz, Chairman had no report.

LICENSE COMMITTEE: 

Alderman Donna Grochowski, Chairman had no report.

POLICE COMMITTEE 

Alderman Rivas, Chairman had no report.

REPORTS FROM SPECIAL COMMITTEES 

Library: Alderman Grochowski, Liaison reported the Library Board will meet on November 7, 2023. The Library will be closed November 10, 2023. Trick or Treaters are encouraged to come to the library for treats, there will be a raffle and a costume contest. The electric work has begun for the PC’s. They are planning an Open House in November.

Legislation: Alderman Forney had no report.

Fire Department: Alderman Reynolds, Liaison reported they had 147 runs, 54 of those were billable, still no money from the county and they are seeking a 150k loan to cover operations until the tax money comes. 

Personnel Review: Mayor Finnegan, Chairman no report.

PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, ORDERS AND ORDINANCES BY ALDERMEN 

SPECIAL EVENTS: Alderman Grochowski had no report.

HEALTH, WELFARE & COMMUNITY EVENTS: Alderman Grochowski reported on several upcoming events.

NEW BUSINESS: NONE

CITIZEN’S HEARING: Alderman Forney stated people are upset with the Trick or Treat hours. Mayor Finnegan stated the school is releasing the Children at 11:30 on Halloween.

ADJOURNMENT: Motion made by Alderman Walsh Seconded by Alderman Reynolds to adjourn the regular meeting of the Hometown City Council.

MOTION STATED CARRIED 

The meeting was adjourned at 7:25 p.m.
