City of Palos Hills City Council met Nov. 2

City of Palos Hills City Council met Nov. 2.

Here are the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m. 

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak 

ABSENT: None

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES: 

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, October 19, 2023 as presented. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted: 

AYE: Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price 

NAY: None MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING: 

Mayor Bennett, the meeting is open to the public for any comments or questions.

There were no comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS: 

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: No report this evening.

C. MAYOR: Mayor Bennett announced that last spring the General Assembly passed a statute that mandates family paid leave for everybody, including municipalities. Mayor Bennett added that we currently give 12 days versus the 5 that is required by law.

Ald. Lebarre MOVED to have City Attorney Cainkar draw the Ordinance to state that an extra 5 days aren’t given in addition to the 12 days already entitled. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman 

NAY: None MOTION CARRIED

Ald. Kleefisch MOVED to have City Attorney Cainkar take further legal action on 2 properties for property maintenance – the residence at 10300 S. Kathy and the business at 103rd Street and 78th Avenue. SECONDED by Ald. Price. Upon roll call the following Ald. voted: 

AYE: Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre 

NAY: None MOTION CARRIED

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES  BY ALDERMEN: 

A. BUILDING & LICENSING: 

Ald. Abed presented and read the Building Department report for the month of October 2023 as follows: Total permits 73, total permit fees $30,672.00, total security deposits received $1,970.00, and total security deposits refunded $0.00.

B. CITY ADMINISTRATION: 

Ald. Stratton had no report this evening.

C. COMMUNITY RESOURCES: 

Ald. Price commended Commissioner Violante for the Haunted Hayride event, and Ald. Lebarre for the photo board of the Beautification Award winners.

Mayor Bennett also complimented Public Works. Ald. Price added that they did a great job with the set up in and around the Public Works building.

D. ECONOMIC DEVELOPMENT: 

Ald. O’Connell had no report this evening.

Ald. O’Connell asked about the turnaround time for receiving the minutes from Plan Commission hearings. Mayor Bennett responded that once the court reporter sends the minutes they are given to the Chairman of the Plan Commission to review and then it they are submitted to City Council.

E. FINANCE: 

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, November 2, 2023 in the amount of $452,166.33. SECONDED by Ald. O’Connell. Upon roll call the following Ald. voted:

AYE: O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue 

NAY: None MOTION CARRIED

Ald. Lebarre mentioned that he has received compliments from residents on the Parks and Rec department.

F. LEGISLATION & ORDINANCES: 

Ald. Donahue had no report this evening.

G. PARKS: 

Ald. Nowak thanked everyone who attended the Haunted Hills of Palos event, the Public Works and Police departments, and all the volunteers.

GOLF:

Ald. Pasek reported that the Golf season is getting close to the end.

H. PLANNING & ZONING: 

Ald. Nowak MOVED to set a Plan Commission meeting for Monday, November 27th at 7:00pm for the consideration of a Special Use for the property located at 7840 W. 103rd Street. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell 

NAY: None MOTION CARRIED

I. PUBLIC SAFETY: 

Ald. Kleefisch announced that we received two checks - one from Carfax in the amount of $205.00, and the other from Consolidated High School District 230 in the amount of $1,503.39.

J. PUBLIC WORKS/SEWER & WATER: 

Ald. Brachman MOVED for consideration of An Ordinance of the City of Palos Hills, Cook County, Illinois Providing for the Sale of Surplus Personal Property. SECONDED by Ald. Lebarre. Upon roll call the following Ald. voted:

AYE: Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch 

NAY: None MOTION CARRIED

City Clerk Mulderink assigned number 2023-20 to that proposed Ordinance.

Ald. Lebarre MOVED to waive the reading of proposed Ordinance 2023-20. SECONDED by Ald. O’Connell. Upon roll call the following Ald. voted:

AYE: Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton 

NAY: None MOTION CARRIED

Ald. Brachman MOVED for PASSAGE of Ordinance 2023-20, An Ordinance of the City of Palos Hills, Cook County, Illinois Providing for the Sale of Surplus Personal Property. SECONDED by Ald. Stratton. Upon roll call the following Ald. voted:

AYE: Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek 

NAY: None MOTION CARRIED

Ald. Brachman MOVED for consideration of An Ordinance Amending Title 13, Water and Sewers, Chapter 13.04, Water and Sewer Connection, Section 13.04.275, Delinquent Bills, of the Palos Hills Municipal Code. SECONDED by Ald. Lebarre. Upon roll call the following Ald. voted:

AYE: Nowak, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed 

NAY: None MOTION CARRIED

City Clerk Mulderink assigned number 2023-21 to that proposed Ordinance.

Ald. Donahue MOVED to waive the reading of proposed Ordinance 2023-21. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: Price, Brachman, Lebarre, Donahue, O’Connell, Pasek, Abed, Nowak

NAY: Kleefisch, Stratton MOTION CARRIED

Ald. Brachman MOVED for PASSAGE of Ordinance 2023-21, An Ordinance Amending Title 13, Water and Sewers, Chapter 13.04, Water and Sewer Connection, Section 13.04.275, Delinquent Bills, of the Palos Hills Municipal Code. SECONDED by Ald. O’Connell. Upon roll call the following Ald. voted:

AYE: Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price 

NAY: None MOTION CARRIED

10) REPORTS OF SPECIAL COMMITTEES: None this evening.

11) UNFINISHED BUSINESS: None this evening.

12) MISCELLANEOUS BUSINESS: Ald. Lebarre reported that there was discussion with starting a Veterans Commission between Palos Hills, Palos Park, and Palos Heights.

Ald. Lebarre asked of any other Aldermen available to help on Wednesday, November 15th at Elsie’s Pantry as the Chamber of Commerce will be collecting the donated food from 9:00am 12:00noon.

Mayor Bennett reminded all of the Veterans ceremony on Saturday, November 11th at 11:00am at the Veterans Memorial.

13) ADJORNMENT: 

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton. SECONDED by Ald. Pasek. By voice vote, all voted AYE.

The Meeting adjourned at 7:30p.m.
