City of Palos Hills City Council met March 7

Here are the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak

ABSENT: None

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, February 15, 2024 as presented. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted:

AYE: Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Abed, Nowak, Price

NAY: None

ABSTAIN: Pasek MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING:

Mayor Bennett, the meeting is open to the public for any comments or questions.

During this time Dr. Anthony Scarsella, Superintendent of Palos School District 118, provided an overview of the upcoming referendum that will appear on the March 19th ballot for 5th ward and some 1st ward residents.

A male resident announced that on April 20th the Knights of Columbus will be cleaning up 111th Street from LaGrange Road to Kean Avenue.

There were no further comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: No report this evening.

C. MAYOR: No report this evening.

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES

BY ALDERMEN:

A. BUILDING & LICENSING:

Ald. Abed had no report this evening.

B. CITY ADMINISTRATION:

Ald. Stratton had no report this evening.

C. COMMUNITY RESOURCES:

Ald. Price had no report this evening.

D. ECONOMIC DEVELOPMENT:

Ald. O’Connell reported that the medical building on Harlem Avenue was issued their Certificate of Occupancy, and noted that a couple of the businesses that will be opening in there will be a Cardiovascular office and Dental office.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, March 7, 2024 in the amount of $310,836.62. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman

NAY: None MOTION CARRIED

F. LEGISLATION & ORDINANCES:

Ald. Donahue MOVED for consideration of An Ordinance Granting a Special Use Permit for the Operation of a Drive-Thru Restaurant at the Property Commonly Known as 11056 Southwest Highway, Palos Hills, Illinois. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre

NAY: None MOTION CARRIED

City Clerk Mulderink assigned number 2024-5 to that proposed Ordinance.

Ald. Lebarre MOVED to waive the reading of proposed Ordinance 2024-5. SECONDED by Ald.

Nowak. Upon roll call the following Ald. voted:

AYE: O’Connell, Kleefisch, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue

NAY: Stratton, MOTION CARRIED

Ald. Donahue MOVED for PASSAGE of Ordinance 2024-5, An Ordinance Granting a Special Use Permit for the Operation of a Drive-Thru Restaurant at the Property Commonly Known as 11056 Southwest Highway, Palos Hills, Illinois. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted:

AYE: Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell

NAY: None MOTION CARRIED

G. PARKS:

Ald. Nowak announced that the Recreation department has partnered with No. 23 Futbol to provide elite soccer training for area youth. The program will be led by Michael Szaflarski who is a professional soccer player as well as a coach at Harry S. Truman College in Chicago. Additionally, the department has hired a local baker to teach baking classes at the Community Center – those classes will begin in the summer.

GOLF:

Ald. Pasek reported that the Golf Course is open, and a lot of projects were completed through

February.

H. PLANNING & ZONING:

Ald. Nowak MOVED to request a Plan Commission hearing to zone the property at 111th and Southwest Highway to B-2. SECONDED by Ald. O’Connell.

Mayor Bennett added that City Attorney Cainkar will work with the District as to the legal description of it.

Ald. Pasek asked if the pond could be added into the Resolution or Ordinance.

Mayor Bennett responded that the District is just looking for the zoning on the property.

Upon roll call the following Ald. voted:

AYE: Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch

NAY: None MOTION CARRIED

I. PUBLIC SAFETY:

Ald. Kleefisch presented and read the Palos Hills Police Department Activity Report for the month of February 2024 as follows: 243 traffic tickets were issued, 105 parking tickets, 7 misdemeanor complaints and 4 felony complaints, there were no criminal homicides, there were no robberies, there were no aggravated assault and batteries; there were no burglaries, there was 1 theft, there was 1 motor vehicle theft, and our CID Division handled a total of 20 cases.

Ald. Kleefisch reported that we received the following checks: from Carfax in the amount of $150.00, from Consolidated High School District 230 in the amount of $15,165.25, and from Illinois Law Enforcement Alarm Systems in the amount of $464.00.

Upon request of Ald. Kleefisch, City Clerk Mulderink assigned Resolution number 678 to A Parade Resolution.

After the reading of Resolution 678, Ald. Kleefisch MOVED for ADOPTION of same.

SECONDED by Ald. Stratton. Upon roll call the following Ald. voted:

AYE: Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton

NAY: None MOTION CARRIED

J. PUBLIC WORKS/SEWER & WATER:

Upon request of Ald. Brachman , City Clerk Mulderink assigned Resolution number 679 to A Resolution of the City of Palos Hills Approving a Grant Application and Authorizing the Execution of All Required Documents for the 2024 Cook County Community Development Block Program.

After reading of Resolution 679, Ald. Brachman MOVED for ADOPTION of same. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek

NAY: None MOTION CARRIED

10) REPORTS OF SPECIAL COMMITTEES: None this evening.

11) UNFINISHED BUSINESS: None this evening.

12) MISCELLANEOUS BUSINESS: Ald. Nowak reported that she, Ald. Brachman, and Ald. Lebarre met with Moraine Valley Fit Rec Center, and they will have Pickleball courts next year. They are also are requesting a table at National Night Out this year.

13) ADJORNMENT:

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton.

SECONDED by Ald. Abed. By voice vote, all voted AYE.

The Meeting adjourned at 7:30p.m.
