City of Palos Hills City Council met March 21

Here are the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak

ABSENT: Lebarre

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, March 7, 2024 as presented. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted:

AYE: Brachman, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price

NAY: None

ABSENT: Lebarre MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING:

Mayor Bennett, the meeting is open to the public for any comments or questions.

Resident Kristen Phillips of 10101 S. 81st Avenue approached City Council to address concerns of reckless drivers and requests of adding speed bumps to some of the City’s side streets.

Resident Jordan Isaacc of 10539 S. 81st Avenue approached City Council expressing his support of adding temporary or permanent speed bumps.

Police Chief Cucio asked for residents to call 911 if there is an area that continuously has a problem with speeding, and make mention of specific timeframes.

Resident Anna Biedrzycki of 7801 W. 99th Street approached City Council to ask what citizens can do to prevent speeding and semi-trucks illegally driving down her street. Police Chief Cucio asked that residents call 911 to report it.

Resident Kevin Phillips of 10101 S. 81st Avenue approached City Council to ask why they are opposed to putting in temporary speed bumps as a deterrent versus just calling the police.

Police Chief Cucio commented for residents to gather as much information as they can when reporting these situations, and added that there will be a data tracker placed on 81st Avenue tomorrow.

Mayor Bennett explained the several reasons why speed bumps are a liability to the City, the impacted response times of emergency vehicles, and decreases to property value.

There were no further comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES

Ald. Abed had no report this evening.

B. CITY ADMINISTRATION:

Ald. Stratton had no report this evening.

C. COMMUNITY RESOURCES:

Ald. Price had no report this evening.

D. ECONOMIC DEVELOPMENT:

Ald. O’Connell announced two new businesses that have opened in the City: Palos Pantry by St. Thomas at 8100 W. 111th Street, and Round 4 Gym at 8082-8086 W. 111th Street.

E. FINANCE:

Ald. Brachman MOVED to authorize the expenditure of a Vendor Warrant dated March 21, 2024 in the amount of $1,212,809.39. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman

NAY: None

ABSENT: Lebarre MOTION CARRIED

F. LEGISLATION & ORDINANCES:

Ald. Donahue had no report this evening.

G. PARKS:

Ald. Nowak reported that the Recreation department hosted a Golden Coin Hunt at Bennett Park this past weekend, and this Friday night we will be hosting our first Flashlight Egg Hunt also at Bennett Park, and this Saturday at Town Square Park is the annual Egg Hunt which begins promptly at noon by the gazebo. The summer brochure is scheduled to come out toward the end of April. Day Camp registration will begin at the Community Center on Monday, April 1st, and Playschool registration for three year olds is now taking place.

GOLF:

Ald. Pasek reminded all to support Palos Hills Municipal Golf Course.

Ald. Nowak announced that there will be a Golf Committee meeting on May 2nd at 5:00pm at the

Golf Course.

H. PLANNING & ZONING:

Ald. Nowak had no report this evening.

I. PUBLIC SAFETY:

Ald. Kleefisch had no report this evening.

J. PUBLIC WORKS/SEWER & WATER:

Ald. Brachman MOVED for consideration of An Ordinance of the City of Palos Hills Approving and Authorizing the Execution of the Calendar Years 2024 and 2025 Rock Salt Contract Joint Participation Agreement with the State of Illinois, Department of Central Management Services.

SECONDED by Ald. Nowak. Upon roll call the following Ald. voted:

AYE: Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman

NAY: None

ABSENT: Lebarre MOTION CARRIED

City Clerk Mulderink assigned number 2024-6 to that proposed Ordinance.

After the reading of the proposed Ordinance number 2024-6 entitled An Ordinance of the City of Palos Hills Approving and Authorizing the Execution of the Calendar Years 2024 and 2025 Rock Salt Contract Joint Participation Agreement with the State of Illinois, Department of Central

Management Services, Ald. Brachman MOVED for its PASSAGE of same. SECONDED by Ald.

Stratton. Upon roll call the following Ald. voted:

AYE: O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Donahue

 NAY: None

ABSENT: Lebarre MOTION CARRIED

10) REPORTS OF SPECIAL COMMITTEES: None this evening.

11) UNFINISHED BUSINESS: None this evening.

12) MISCELLANEOUS BUSINESS: Ald. Abed reported that several residents in the 4th Ward have requested soccer nets at Glacier Park, and Commissioner Violante got some prices and the cost for two 6x12 steel soccer goals would be $329.00 per goal and $77.00 for shipping.

13) ADJORNMENT:

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton.

SECONDED by Ald. Pasek. By voice vote, all voted AYE.
