8. Emergency Management

A. Approval of purchase of 10 new BKR9000 portable radios from Leavitt Communications in the budgeted amount of $59,740.00. See attached memo with supporting details from Director of Emergency Management Joseph Pilch.

9. Community Development

A. Approval of Resolution 2024-06-0459R supporting and consenting to a renewal application to the Cook County Assessor of a Class 6B Tax Incentive Application for the property commonly known as 16440-16452 Kilbourn Avenue, petitioner Kilbourn LLC.

B. Approval of Ordinance 2024-06-1035O authorizing a final planned unit development including a 5,000 square foot commercial building and 29 townhomes in the C3 – Central Business District at 15541 S. Cicero Avenue. See attached memo with supporting details from Community Planner Paul Ruane.

Citizen Participation: The Oak Forest City Council invites public comment at its meetings, but it generally does not have the ability to provide an immediate response to some questions raised during the Citizens Participation portion of a council meeting without some reasonable opportunity to review them. Therefore, the City Council encourages questions to also be submitted in writing in the event that they need to be referred to City staff to help assure a more thoughtful and informed response. Individual comments are limited to three (3) minutes.

Executive session : The purpose of the executive session is to discuss the sale or purchase or lease of real property for the use of the public body, including meeting held for the purpose of discussing whether a particular parcel should be acquired. 5 ILCS 120/2(c) (5) and the setting of a price for sale or lease of property owned by the public body. 5 ILCS 120/(c) (6) and to discuss litigation, when an action against, affecting or on behalf of the particular body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding must be recorded and entered into the minutes of the closed meeting. 5 ILCS 120(c) (11) and the discussion of minutes of meetings lawfully closed under the OMA, whether for the purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated in Section 2.06. 5 ILCS 12-/2 (c) (21).
