City of Palos Hills City Council met July 18

Here are the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Pasek, Abed

ABSENT: Stratton, Nowak

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, July 2, 2024 as presented. SECONDED by Ald. Abed. Upon roll call the following Ald. voted:

AYE: Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Pasek, Price

NAY: None

ABSTAIN: Abed

ABSENT: Stratton, Nowak MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING:

Mayor Bennett, the meeting is open to the public for any comments or questions.

There were no comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: No report this evening.

C. MAYOR: Mayor Bennett announced that St. Constantine Hellenic Orthodox Church submitted a raffle license application to sell raffle chances and potentially exceed the 90 day limit. Mayor Bennett added that the $50.00 should also be waived as they are a nonprofit organization. SO MOVED by Ald. Price. SECONDED by Ald. O’Connell. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Pasek, Abed, Price, Brachman

NAY: None

ABSENT: Stratton, Nowak MOTION CARRIED

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:

A. BUILDING & LICENSING:

Ald. Abed had no report this evening.

B. CITY ADMINISTRATION:

In the absence of Ald. Stratton there was no report this evening.

C. COMMUNITY RESOURCES:

Ald. Price had no report this evening.

D. ECONOMIC DEVELOPMENT:

Ald. O’Connell announced that Onyx Food Delivery at 11264 Southwest Highway is having their Grand Opening this Saturday at 11:00AM, and there will be a Grand Opening at Hadramout Palace at 10331 S. Roberts Road on August 8th.

Ald. O’Connell reported that five new businesses have opened in the City: Hadramout Palace, Windy City Benefits/Kenza Consulting, Memeti’s Pizza, Palos Orthodontics Implant & Cosmetic Dentistry & Med Spa, and Kind Lending.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, July 18, 2024 in the amount of $503,406.33. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Donahue, O’Connell, Kleefisch, Pasek, Abed, Price, Brachman, Lebarre

NAY: None

ABSENT: Stratton, Nowak MOTION CARRIED

Ald. Lebarre reported that there is a request in to the County for a horse crossing sign on the east side of 88th Avenue.

F. LEGISLATION & ORDINANCES:

Ald. Donahue stated that there is a proposed Ordinance which was presented at the previous City Council meeting entitled An Ordinance Amending Title 6, Animals, Chapter 6.08, Dogs, of the Palos Hills Municipal Code.

City Clerk Mulderink assigned number 2024-14 to that proposed Ordinance.

Ald. O’Connell MOVED to waive the reading of proposed Ordinance 2024-14. SECONDED by

Ald. Lebarre. Upon roll call the following Ald. voted:

AYE: Kleefisch, Pasek, Abed, Price, Brachman, Lebarre, Donahue, O’Connell

NAY: None

ABSENT: Stratton, Nowak MOTION CARRIED

Ald. Donahue MOVED for PASSAGE of Ordinance 2024-14, An Ordinance Amending Title 6, Animals, Chapter 6.08, Dogs, of the Palos Hills Municipal Code. SECONDED by Ald. Lebarre. Upon roll call the following Ald. voted:

AYE: Pasek, Abed, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch

NAY: None

ABSENT: Nowak, Stratton MOTION CARRIED

G. PARKS:

In the absence of Ald. Nowak there was no report this evening.

GOLF:

Ald. Pasek reported that the golf course is moving along nicely.

H. PLANNING & ZONING:

In the absence of Ald. Nowak there was no report this evening.

I. PUBLIC SAFETY:

Ald. Kleefisch reported that we received a check from North Palos School District 117 in the amount of $789.07, and a check from Consolidated High School District 230 in the amount of $44,288.13.

J. PUBLIC WORKS/SEWER & WATER:

Ald. Brachman had no report this evening.

10) REPORTS OF SPECIAL COMMITTEES: None this evening.

11) UNFINISHED BUSINESS: None this evening.

12) MISCELLANEOUS BUSINESS: Mayor Bennett asked for everyone to keep Marge Hodek in their thoughts and prayers.

13) ADJORNMENT:

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald.Pasek.

SECONDED by Ald. Price. By voice vote, all voted AYE.
