City of Palos Heights Roads & Construction Committee met Sept. 10
Here are the minutes provided by the committee:
CALL TO ORDER
Alderman Basso called the Roads & Construction Committee meeting to order at 6:40 p.m. In attendance were Alderman Basso, Alderman Begley, Alderman Lewandowski, Public Works Director Adam Jasinski, Aurimas Spucys with Morris Engineering and recording secretary Ashley Pala. Absent was Chairman Clifford.
APPROVAL OF MINUTES
Alderman Begley moved to approve the minutes of the Roads & Construction Committee meeting held on August 13, 2024, seconded by Alderman Lewandowski. On a voice vote, the motion passed unanimously.
DIRECTOR’S REPORT: Public Works Director Adam Jasinski reported:
A. Work completed by Public Works
Road patching began in July and successfully completed a significant amount of patching. We updated drainage on 124th and Richard.
B. MFT Update
Aurimas Spucys from Morris Engineering prepared an update that detailed the progress of the streets that Director Jasinski shared with the Committee.
C. 70th Court Landscaping
This project went out to bid. Roughly 70% has been completed and it is slightly over budget due to a ditch having to be redone. The City Council approved $43,587.
Alderman Lewandowski motioned to approve the first payment for the 70th Ct. Landscaping Restoration project to Country Landscape & Supply in the amount of $32,623.59, seconded by Alderman Basso. On a voice vote, the motion passed unanimously.
D. Pavement License Agreement
A grant was received to complete a pavement assessment throughout the City. ARA will be completing the assessment. The information has been posted on City social media for residents to be aware if they see a vehicle driving around town. ARA will be utilizing lasers to scan all roads and give the city a full report.
Alderman Begley motioned to enter into an intergovernmental agreement with Chicago Metropolitan Agency for Planning (CMAP) for technical assistance services for the Paement Management Plan project with a local contribution in the amount of $4,000.00, seconded by Alderman Lewandowski. On a voice vote, the motion passed unanimously.
E. Master License Agreement
Zayo is looking to have point to point communication and lease it. This network would not be for residents but for businesses. They are all over northern Illinois.
Alderman Basso motioned to approve the City Attorney to draft a Master License Agreement between Zayo Group, LLC and the City of Palos Heights for the use of the City’s right-of-way for the installation, operation and maintenance of an underground fiber optics telecommunications system, seconded by Alderman Lewandowski. On a voice vote, the motion passed unanimously.
F. Striping-West of Harlem Ave
Alderman Basso motioned to approve payment to Superior Road Striping Inc. for the striping west of Harlem Ave in the amount of $14,667.80, seconded by Alderman Lewandowski. On a voice vote, the motion passed unanimously.

Morris Engineering – Updates from the city engineer, Aurimas Spucys: Updates were covered throughout the meeting.

There being no further business, Alderman Basso moved to adjourn the meeting, seconded by Alderman Begley. All in favor.
