CALL TO ORDER
The meeting was called to order at 6:30 P.M. by Mayor Burke in the second floor Council Chambers of the Village Hall.
ROLL CALL Village Clerk Kelly Duffy was asked to call the roll with the following results:

Village Attorney Vincent Cainkar was absent with notice. Also present was Village Engineer Tim Klass and Treasurer John Sawyers.
PLEDGE OF ALLEGIANCE The pledge of allegiance was led by Trustee McQuillan.
OPEN PUBLIC FORUM The Chair made the following announcements:
1. Thanks to everyone for the recent Halloween Parade, Pumpkin Smash and Fanta-Sci Event.
2. Youth Department Coat Drive – Drop off any new or slightly used coats at the Community Center or the Village Hall through the end of November.
3. The Evergreen Park Senior Council invites all Veterans to be their guest for the November Senior Luncheon on November 21. Call OCS by Monday, November 18 to reserve your spot at 708-422-8776.
4. Monday, November 11, 2024, - The Village Hall will be closed in observance of Veterans Day.
5. Saturday, November 16, 2024, 9 a.m. to 12 - Community Blood Drive at the Senior Center – 9547 S. Homan Ave. To register, visit www.communityblood.org or call (800) 280-4102.
6. Sunday, November 17, 2024, - 11:30 a.m. to 3:30 p.m. at Bourbon Street, 3359 W. 115th St. Merrionette Park – EPCHS Scholarhip Foundation Fundraiser event – For more information, call or text Steve at (708) 542-7330 or email foundationepchs@gmail.com.
7. Village Hall will close in observance of Thanksgiving on Thursday, November 28 and Friday, November 29, 2024.
8. December 15, 2024 is the last day for yard waste containers to be picked up, weather permitting. Please dispose of leaves and garden waste in the green yard waste containers. Only excess leaves should be raked to the curb.
9. Police Commendations:
● Sergeant Bielanski and Detective Truell were recognized for Outstanding Performance of Duty on 10/16/2024. They responded to a Flock LPR alert out of Chicago for a vehicle wanted for aggravated battery with a firearm that was stationary at 94th and Kedzie Ave. The Officers initiated a traffic stop on the vehicle that led to the arrest of a dangerous convicted Felony suspect that was again in possession of a loaded firearm while on parole.
● Officer Keller, Officer Wantroba, Officer Kurschner, and Detective Schleder were recognized for Outstanding Performance of Duty on 10/10/2024. Police responded to a report of a suspicious subject in the vicinity of 88th and Mozart. The subject was reportedly rummaging through a pick-up truck. The subject ignored officers and resisted arrest in an attempt to flee. Once restrained, the officers removed a loaded pistol from the subject’s waistband. The Officers determined that the subject had gone through multiple vehicles and had stolen various items from inside of them. This was a dangerous situation that each Officer responded to with professionalism and valor considering the potential hazard of a suspect resisting arrest while in possession of a loaded firearm, and while in the commission of Felony acts.
● Officer Keller, Officer Cervantes, Officer Lehnhardt, Lieutenant Soso, Officer Guzman, Officer Quetee, and Officer Davila were recognized for Outstanding Performance of Duty on 10/20/2024. A Flock camera hit was received by EP Police for a vehicle wanted by the Markham Police Department for the offense of Fleeing and Eluding. The Officers receiving this commendation located and apprehended an armed and extremely dangerous Felon that resisted arrest using a motor vehicle and himself with intentional disregard for the safety of the Officers and the people of this community.
● Officer Radtk, Officer Foran, Officer Morris, Officer Hansen, Officer Duffin, Officer Ortiz, Officer Troglia, Detective Schleder, and Lieutenant Guevara were recognized for Outstanding Performance of Duty on 10/25/2024. EP Police responded to a report of a fight in progress. This was a critical situation involving a dangerous and armed encounter with a suspect that was successfully approached and contained by these Officers at great risk to themselves and innocent civilian bystanders present.
OPEN PUBLIC AUDIENCE Trustee Kyle thanked Stacy Schuble, our Marketing & Community Engagement Manager and Public Information Officer for organizing the Community Leaf Raking Day on 11/2/2024. Mayor Burke, Clerk Duffy, Trustees Kyle and Phelan, and Stacy helped rake a couple lawns too.
The Chair congratulated Trustee Phelan for a fine MHR Raiders Varsity Championship Game and season.
REGULAR AGENDA Motion by Trustee Phelan second by Trustee Kyle to waive the reading of the minutes of the October 21, 2024 Regular Meeting of the President and Board of Trustees and approved as presented was passed by unanimous voice vote and so ordered by the Chair.
RESOLUTION RES. 25-2024 & RES. 1-2025 Motion by Trustee Marzullo second by Trustee Anderson to approve RESOLUTION NO. 25-2024 with expenditures of the General Corporate Fund of $685,357.91, the Water Management Fund in the amount of $101,692.25, the Self Insurance Fund, $28,129.31, the 95th Street TIF Fund $5,095.00, the Capital Improvement Fund, $112,166.00, and the Street Bond Fund in the amount of $22,560.00, and the ARPA Federal Grant in the amount of $1,665.00 for a total of $956,665.47.
RESOLUTION NO. 1-2025 with expenditures of the General Corporate Fund of $ 38,344.99 and the Water Management Fund in the amount of $952.92 for a total of $39,297.91. Upon roll call, voting YES Trustees McQuillan, Olson, Anderson, Phelan, Kyle, and Marzullo. Voting NO: NONE. The motion was passed and so ordered by the Chair.
VILLAGE TREASURER REPORT Motion by Trustee McQuillan second by Trustee Olson to approve the Village Treasurer’s report for SEPTEMBER 2024 with $8,659,633.62 in the General Fund and $5,501,951.63 in the Sewer and Water Fund. The motion was passed by unanimous voice vote and so ordered by the Chair.
ORDINANCE NO. 27-2024 Motion by Trustee Phelan second by Trustee Olson to approve ORDINANCE NO. 27-2024, “AN ORDINANCE GRANTING A SPECIAL USE PERMIT TO A RESIDENTIAL USE OF PROPERTY LOCATED IN THE “C” COMMERCIAL DISTRICT AT 9340 SOUTH KEDZIE AVENUE, EVERGREEN PARK, ILLINOIS.” Upon roll call, voting YES Trustees Olson, Phelan, Kyle, Marzullo, and McQuillan. Voting NO: NONE. The motion was passed and so ordered by the Chair.

POLICE HIRING REQUEST Motion by Trustee Anderson second by Trustee Kyle to approve the request to declare a vacancy in the Police Department due to the resignation of one officer and to authorize the hiring of one individual from the Probationary Patrol Officer Eligibility List. Upon roll call, voting YES Trustees Anderson, Phelan, Kyle, Marzullo, McQuillan, and Olson. Voting NO: NONE. The motion was passed and so ordered by the Chair.
AGREEMENT WITH MVCC Motion by Trustee Phelan, second by Trustee McQuillan to approve the Affiliation Agreement Between Village of Evergreen Park and Moraine Valley Community College. Upon roll call voting YES Trustees Phelan, Kyle, Marzullo, McQuillan, Olson, and Anderson. Voting NO: NONE. The motion was passed and so ordered by the Chair.
2020 FORD EXPLORER SALE Motion by Trustee Phelan, second by Trustee Kyle to approve Police Chief Saunders’ request to sell a 2020 Ford Explorer #A55413. Upon roll call voting YES Trustees Kyle, Marzullo, McQuillan, Olson, Anderson, and Phelan. Voting NO: NONE. The motion was passed and so ordered by the Chair.
