City of Palos Hills City Council met Nov. 21

Here are the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Nowak

ABSENT: Abed

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, November 7, 2024 as presented. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted:

AYE: Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Nowak, Price

NAY: None

ABSENT: Abed MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING:

Mayor Bennett, the meeting is open to the public for any comments or questions.

Michael Pizur of 11120 S. Possum Drive reported an update on the Exemplary High-Performing schools of Palos District 118 and North Palos District 117 based upon the Illinois Board of Education’s evaluations.

There were no further comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: No report this evening.

C. MAYOR: No report this evening.

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:

A. BUILDING & LICENSING:

In the absence of Ald. Abed there was no report this evening.

B. CITY ADMINISTRATION:

Ald. Stratton had no report this evening.

C. COMMUNITY RESOURCES:

Ald. Price had no report this evening.

D. ECONOMIC DEVELOPMENT:

Ald. O’Connell thanked Ald. Lebarre for all the hard work he puts in to the Veterans Day ceremony every year.

Ald. O’Connell thanked Executive Director Jeanine Mallary for her help with Economic Development.

Ald. O’Connell announced that the First Responder’s Christmas party will be Sunday, December 15th at 6:00pm at Palos Township.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, November 21, 2024 in the amount of $511,863.68. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Nowak, Price, Brachman

NAY: None

ABSENT: Abed MOTION CARRIED

Upon request of Ald. Lebarre, Deputy Clerk Ryan assigned Ordinance number 2024-21 to An Ordinance Levying Taxes for General Corporate and Other Purposes for the Fiscal Year Beginning May 1, 2024, and Ending April 30, 2025, for the City of Palos Hills, Cook County, Illinois.

Ald. Brachman MOVED to waive the reading of proposed Ordinance 2024-21. SECONDED by Ald. Donahue. Upon roll call the following Ald. voted:

AYE: Donahue, O’Connell, Kleefisch, Stratton, Pasek, Nowak, Price, Brachman, Lebarre

NAY: None

ABSENT: Abed MOTION CARRIED

Mayor Bennett stated that there is no change in the Levy; it is the same as last year.

Ald. Lebarre MOVED for PASSAGE of Ordinance 2024-21, An Ordinance Levying Taxes for General Corporate and Other Purposes for the Fiscal Year Beginning May 1, 2024, and Ending April 30, 2025, for the City of Palos Hills, Cook County, Illinois. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted:

AYE: O’Connell, Kleefisch, Stratton, Pasek, Nowak, Price, Brachman, Lebarre, Donahue

NAY: None

ABSENT: Abed MOTION CARRIED

Ald. Lebarre MOVED for the placement of a street light at 96th Place and 87th Avenue.

SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Kleefisch, Stratton, Pasek, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell

NAY: None

ABSENT: Abed MOTION CARRIED

Ald. Lebarre thanked Treasurer Nolan for his contribution to the budget hearing this evening.

F. LEGISLATION & ORDINANCES:

Ald. Donahue had no report this evening.

G. PARKS:

Ald. Nowak had no report this evening.

GOLF:

Ald. Pasek had no report this evening.

H. PLANNING & ZONING:

Ald. Nowak MOVED to accept the recommendation from the Plan Commission and to have City Attorney Cainkar amend Title 17 Zoning, Chapter 17.32 General Use Regulations of the Palos Hills Municipal Code by adding section 17.32.090 Certain Uses Prohibited in Residential Zoning Districts to Clarify Existing Law by Identifying Certain Commercial uses Prohibited in all Residential Districts.

SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: Stratton, Pasek, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch

NAY: None

ABSENT: Abed MOTION CARRIED

Ald. Nowak thanked the Police Department in their help finding the missing resident this week.

I. PUBLIC SAFETY:

Ald. Kleefisch presented and read the Palos Hills Police Department Activity Report for the month of October 2024 as follows: 280 traffic tickets were issued, 125 parking tickets, 13 misdemeanor complaints and 5 felony complaints, there were no criminal homicides, there was 1 rape, there were no robberies, there were no aggravated assault and batteries; there was 1 burglary, there were 2 thefts, there were 2 motor vehicle thefts, and our CID Division handled a total of 13 cases.

J. PUBLIC WORKS/SEWER & WATER:

Ald. Brachman had no report this evening.

Ald. Brachman mentioned that Sertoma gives out scholarships for seniors, and will put something together that could be posted.

10) REPORTS OF SPECIAL COMMITTEES: None this evening.

11) UNFINISHED BUSINESS: None this evening.

12) MISCELLANEOUS BUSINESS: None this evening.

13) ADJORNMENT:

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton.

SECONDED by Ald.Pasek. By voice vote, all voted AYE.

The Meeting adjourned at 7:10p.m.
