City of Palos Hills City Council met Dec. 5
Here are the minutes provided by the council:
1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.
2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.
3) ROLL CALL: Upon roll call the following Aldermen responded:
PRESENT: Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak
ABSENT: None
4) QUORUM: Mayor Bennett declared a quorum was present.
5) READING OF THE PREVIOUS MEETING MINUTES:
Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, November 21, 2024 as presented. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted:
AYE: Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Nowak, Price
NAY: None
ABSTAIN: Abed MOTION CARRIED
6) CITIZENS PETITION: None this evening.
7) CITIZENS HEARING:
Mayor Bennett, the meeting is open to the public for any comments or questions.
There were no comments or questions from the public; the public portion of the meeting was closed.
8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:
A. CITY CLERK: No report this evening.

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:
A. BUILDING & LICENSING:
Ald. Abed had no report this evening.
B. CITY ADMINISTRATION:
Ald. Stratton had no report this evening.
C. COMMUNITY RESOURCES:
Ald. Price commented that one of the seniors in the 39ers who knits hats has placed hats on the tree for children that come in from the cold.
Upon request of Ald. Price, City Clerk Mulderink assigned Resolution number 685 to A Resolution Approving a 2025 Paratransit Service Provider Agreement Between Pace and the City of Palos Hills, Illinois.
After the reading of Resolution 685, Ald. Price MOVED for ADOPTION of same. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted:
AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman
NAY: None MOTION CARRIED
D. ECONOMIC DEVELOPMENT:
Ald. O’Connell reported that the Hills Chamber had their annual Christmas party and State of the Cities with Mayor Bennett and Mayor Howley of Hickory Hills.
Ald. O’Connell added that the Chamber will be sponsoring a Hometown Hero banner program; the banners will be placed between Hickory and Palos Hills. They’re limited to 60 banners; therefore if you want a form please email Teresa Stack at the Hills Chamber. Hills Chamber is also sponsoring breakfast with Santa this Saturday at the Hills Community Center from 9:30am until 11:00am.
Ald. O’Connell announced that there is a new ice cream shop that will be opening in the near future at 8653 W. 103rd Street, and in the Kiswani shopping plaza there is a barbeque fast food restaurant that is also in production and currently under construction, and blueprints had been submitted for a woman’s hair salon.
Ald. O’Connell stated that Nashmi Restaurant on the corner of Southwest Highway is still in the process of a build out.
Ald. O’Connell reminded all to go to the Economic Development Facebook page to stay up to date on upcoming events, and for a list of events around the southwest suburbs sign up on the Chicago Southland Facebook page to receive a free brochure with all the logistics on the events around the southwest.
Mayor Bennett thanked Ald. O’Connell for all of her work in Economic Development.
E. FINANCE:
Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, December 5, 2024 in the amount of $765,247.42. SECONDED by Ald. Price. Upon roll call the following Ald. voted:
AYE: Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre
NAY: None MOTION CARRIED
Ald. Lebarre reported that he and Ald. Price attended the District 230 event and they went over a lot of positive things regarding safety.
F. LEGISLATION & ORDINANCES:
Ald. Donahue MOVED for consideration of An Ordinance Amending Title 17, Zoning, Chapter 17.32, General Use Regulations, By Adding Section 17.32.090, Certain Uses Prohibited In Residential Zoning Districts, of the Palos Hills Municipal Code. SECONDED by Ald. Price. Upon roll call the following Ald. voted:
AYE: O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue
NAY: None MOTION CARRIED
City Clerk Mulderink assigned number 2024-22 to that proposed Ordinance.
Ald. Lebarre MOVED to waive the reading of proposed Ordinance 2024-22. SECONDED by Ald. O’Connell. Upon roll call the following Ald. voted:
AYE: None
NAY: Kleefisch, Stratton, Pasek, Abed, Nowak, Price MOTION FAILED
After the reading of proposed Ordinance number 2024-22 entitled An Ordinance Amending Title 17, Zoning, Chapter 17.32, General Use Regulations, By Adding Section 17.32.090, Certain Uses Prohibited In Residential Zoning Districts, of the Palos Hills Municipal Code, Ald. Donahue MOVED for its PASSAGE of same. SECONDED by Ald. Stratton.
Ald. Kleefisch asked for clarification behind the phrase ‘for a period of less than 30 consecutive days’. City Attorney Cainkar responded that it’s because some people own houses, apartments, or multifamily apartments and they go on 6 month or yearly leases.
Ald. Kleefisch asked if a single family residential home could be rented for 30 days. City Attorney Cainkar replied, longer than 30 days – yes.
Mayor Bennett responded that this Ordinance is addressing Airbnb that are rented out for a weekend, or a few days; this Ordinance is to further define and identify what we already had on the books.

G. PARKS:
Ald. Nowak had no report this evening.
Mayor Bennett added that the tree lighting will be next Thursday at 6:00pm at the Community Center.
GOLF:
Ald. Pasek had no report this evening.
H. PLANNING & ZONING:
Ald. Nowak had no report this evening.
I. PUBLIC SAFETY:
Ald. Kleefisch presented and read the Palos Hills Police Department Activity Report for the month of November 2024 as follows: 271 traffic tickets were issued, 198 parking tickets, 21 misdemeanor complaints and 9 felony complaints, there were no criminal homicides, there were no robberies, there were 2 aggravated assault and batteries; there was 1 burglary, there were 3 thefts, there was 1 motor vehicle theft, there were no arsons, and our CID Division handled a total of 30 cases.
Ald. Kleefisch reported that we received a check from Consolidated High School District 230 in the amount of $751.50, a check from LexisNexis in the amount of $45.00, and a check from Carfax in the amount of $10.00.
J. PUBLIC WORKS/SEWER & WATER:
Ald. Brachman complimented Commissioner Oeffling and the Public Works crew for how nice the holiday decorations look.

12) MISCELLANEOUS BUSINESS: None this evening.

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton.
