Anthony DeLuca introduced HB1356 in the Illinois House on Jan. 14, 2025, during the general assembly session 104, according to the Illinois General Assembly.

According to the Illinois General Assembly site, the legislature summarized the bill's official text as follows: "Amends the State Commemorative Dates Act. Provides that the name of each federal holiday and State holiday designated on a unit of local government's calendar must match the name of the federal holiday and State holiday as designated by the State. Defines "federal holiday" and "State holiday". Limits home rule powers. Amends the School Code. In a provision concerning legal holidays, requires the name of each federal and State holiday as specified in that provision to be the name of the holiday that is designated on a school district's calendar for the school term. Effective immediately."

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill amends the State Commemorative Dates Act and the School Code to standardize the naming of federal and state holidays on local government and school district calendars to match the official designations by the State of Illinois. It explicitly defines "federal holiday" and "state holiday" and establishes that local governments and school districts must use these official names. The bill restricts home rule powers, preventing local entities from independently altering holiday names. Schools are prohibited from changing the names of holidays on their calendars, ensuring consistent recognition. The bill allows for instructional activities or waivers on specific holidays with public input. Additionally, it outlines commemorative dates observed in schools, promoting educational activities related to historical events and figures. This Act is effective immediately upon becoming law.

Anthony DeLuca has proposed another seven bills since the beginning of the 104th session.

Anthony DeLuca is currently serving in the Illinois State House, representing the state's 80th House District. He replaced previous state representative George Scully, Jr. in 2009.

Bills in Illinois follow a multi-step legislative process, beginning with introduction in either the House or Senate, followed by committee review, floor debates, and votes in both chambers before reaching the governor for approval or veto. The General Assembly operates on a biennial schedule, and while typically thousands of bills are introduced each session, only a fraction successfully pass through the process to become law.
