In essence, the bill amends the PFAS Reduction Act to prohibit the sale, offer for sale, or distribution of certain products containing intentionally added perfluoroalkyl substances (PFAS) in Illinois beginning Jan. 1, 2032. These products include cookware, cosmetics, dental floss, juvenile products, menstrual products, intimate apparel, and food packaging. Exceptions apply to products governed by federal PFAS regulations, used products, and those containing certain approved fluoropolymers or components not directly contacting humans. Manufacturers violating this prohibition face civil penalties, with fines up to $5,000 for the first violation and up to $10,000 for subsequent violations. Collected penalties will support the Environmental Protection Trust Fund. Enforcement will be conducted by the Attorney General or relevant State's Attorney.
