The regular meeting of the Board of Trustees, Village of Tinley Park, Illinois, was held in the Council Chambers located in the Village Hall of Tinley Park, 16250 Oak Park Avenue, Tinley Park, IL on Tuesday, May 6, 2025. President Glotz called this meeting to order at 6:02 p.m.
President Glotz led the Board and audience in the Pledge of Allegiance.
Clerk O'Connor called the roll. Present and responding to roll call were the following:

Motion was made by Trustee Brady, seconded by Trustee Brennan, to approve and place on file the minutes of the special Village Board Meeting held on April 29, 2025. Vote on roll call. Motion was made by Trustee Mueller, seconded by Trustee Brady, to present the Reta L. Brudd Memorial Scholarships. Marketing Commissioner Garrett Gray recognized the recipients of the Reta L. Brudd Memorial Scholarship. The Reta Brudd Scholarship program awards $1,000 scholarships to graduating seniors residing in Tinley Park with plans to attend a college, university, or vocational trade school in the fall. In addition to academic achievement, a substantial consideration in selecting winners is how much community service the students have performed. This scholarship program is named in honor of Reta Brudd, who served as a commissioner for 46 years until her passing in April 2019. She contributed more than 20,000 hours of volunteer work and received many recognitions and awards, including a Life Achievement Award from the Tinley Park Chamber of Commerce. This year's sponsorships have been generously donated by Airy's, Inc. (4) and Homewood Disposal Service (1). Vote on roll call. Ayes: Brady, Brennan, Mahoney, Mueller, Sullivan. Nays: None. Motion was made by Trustee Mueller, seconded by Trustee Sullivan, to adopt and place on file RESOLUTION 2025-R-055 DESIGNATING MAY 18 THROUGH MAY 24, 2025, AS NATIONAL PUBLIC WORKS WEEK IN THE VILLAGE OF TINLEY PARK. Public Works professionals focus infrastructure, facilities, and services that are of vital importance to our community and an integral part of our residents' everyday lives. The American Public Works Association has celebrated the annual National Public Works Week since 1960, and the Village of Tinley Park encourages all citizens and civic organizations to recognize the substantial contributions Public Works personnel make to protect our health, safety, and quality of life. Consider designating May 18 through May 24, 2025, as National Public Works Week in the Village of Tinley Park. President Glotz asked if there were any comments from members of the Board or public. Motion was made by Trustee Sullivan, seconded by Trustee Mahoney, to adopt and place on file RESOLUTION 2025-R-050 RECOGNIZING MAY 4 THROUGH 10, 2025, AS "PUBLIC SERVICE RECOGNITION WEEK" IN THE VILLAGE OF TINLEY PARK. Consider recognizing May 4 through May 10, 2025, "Public Service Recognition Week" in honor of the millions of public employees at the federal, state, county, and local levels. President Glotz asked if there were any comments from members of the Board or public. There were none. Vote on roll call. Ayes: Brady, Brennan, Mahoney, Mueller, Sullivan. Nays: None. Absent: Shaw. Motion was made by Trustee Brennan, seconded by Trustee Sullivan, to appoint JENNIFER FUDALA TО THE POSITION OF POLICE CLERK MATRON. Jennifer originally joined the Police Records Division in 2023. In addition to one (1) year of experience in police records, she has six (6) years of experience in an office environment and over thirteen (13) years of experience with customer service. She is recommended for rehire to the full-time position in the Records Division. President Glotz asked if there were any comments from members of the Board or public. There were none. Motion was made by Trustee Brennan, seconded by Trustee Sullivan, to appoint MARY BEТН МССАНІILL TO THE POSITION OF POLICE SPECIAL PROJECT COORDINATOR Mary Beth originally joined the Police Records Division in 1998 and currently is a Senior Police Clerk Matron. With 27 years of police records experience, her job knowledge is beyond exceptional, She takes initiative and is always receptive to change or new policies and procedures. She is able to manage many police records division tasks with minimal oversight. Mary Beth is recommended for promotion to a special assignment for a high-level, critical support project that her skills and knowledge make her a highly qualified candidate for. Motion was made by Trustee Sullivan, seconded by Trustee Mahoney, to appoint EMMA KRESAL TO THE POSITION OF MARKETING COORDINATOR. Emma joined the Marketing Department in May 2023 in a part-time role providing graphic design support. She is able to take a concept and convert it to a finished creative asset. She is a talented graphic designer and consistently provides 'on point and in brand' creative support the Village's tourism initiatives and general communications/videography, and she demonstrates great teamwork and collaboration. Emma holds a Bachelor's Degree in graphic design. As the role continues to grow with the addition of Harmony Square initiatives, it is recommended that Emma is promoted to full-time status. Motion was made by Trustee Mueller, seconded by Trustee Brennan, to appoint KAYLA SLAWECKI TO THE POSITION OF STAFF ACCOUNTANT. Kayla joined the Finance Department in October 2022 in a part-time role providing support to the Finance team. She has tackled budget fund sheets, library financials, and accounts payable among many other tasks. She is able to prioritize workload, takes initiative and offers ideas, and collaborates well with the entire finance team. Kayla holds a Bachelor's Degree in accountancy. It is recommended that Kayla is promoted to full-time status. President Glotz asked if there were any comments from members of the Board or public. There were none. Vote on roll call. A. RESOLUTION 2025-R-057 APPROVING AN ENGAGEMENT LETTER BETWEEN THE VILLAGE OF TINLEY PARK AND GRIFFIN, WILLIAMS, MCMAHON & WALSH (GWMW) LLP FOR LEGAL SERVICES.
B. RESOLUTION 2025-R-059 AUTHORIZING A GENERAL MATTERS LEGISLATIVE CONSULTING AGREEMENT WITH CORNERSTONE GOVERNMENT AFFAIRS.
C. RESOLUTION 2025-R-063 APPROVING A CONTRACT BETWEEN THE VILLAGE OF TINLEY PARK AND D CONSTRUCTION, INC. FOR THE 183RD STREET WATER MAIN CROSSING

E. PAYMENTS OF OUTSTANDING BILLS IN THE AMOUNT OF $2,790,452.58 AS LISTED ON THE VENDOR BOARD APPROVAL REPORT DATED MAY 2, 2025.

Motion was made by Trustee Mahoney, seconded by Trustee Brennan, to adopt and place on file ORDINANCE 2025-O-011 GRANTING A SPECIAL USE FOR A SUBSTANTIAL DEVIATION TO THE TINLEY PARK PLAZA PUD FOR CONSTRUCTION OF A FIFTH THIRD BANK OUTLOT AT 16061 HARLEM AVENUE. The request allows the development of a Fifth Third Bank at a new outlot parcel in Tinley Park Plaza, owned by Brixmor Property Group, and located at 16061 Harlem Avenue in the B-3 PD zoning district. The Plan Commission held a Public Hearing on March 20, 2025, and voted 6-0 to recommend approval of the Special Use in accordance with the plans, recommended conditions, and Findings of Fact listed in the Staff Report. Motion was made by Trustee Brady, seconded by Trustee Mueller, to adopt and place on file 2025-O-010 IMPLEMENTING A MUNICIPAL GROCERY RETAILERS' OCCUPATION TAX AND A MUNICIPAL GROCERY SERVICE OCCUPATION TAX. Effective January 1, 2026, Illinois Public Act 103-0781 provides that the Illinois grocery tax of 1%, which is currently levied by the State and distributed to local governments, is scheduled to be eliminated. The Act simultaneously allows municipalities to enact a replacement local sales tax on grocery items. As a result of the State's decision to eliminate the grocery tax, it is estimated the direct impact would be a $3 million hit annually to the Village's (general fund) revenues. Staff recommends that the Board implement a 1% local grocery tax to replace the loss of the State grocery tax. This contract with America's Parking Remarking in the amount of $182,957.64 plus $17,042.36 contingency amount. Total contract amount not to exceed $200,000. President Glotz congratulated the newly re-elected Officials. He announced that the Inauguration Ceremony will take place at the Tinley Park Convention Center on May 14, 2025, at 6:30 p.m.
