City of Blue Island City Council met July 10
Here are the minutes provided by the council:
1) Call to Order
The Committee of the Whole Meeting of the City of Blue Island was called to order by Mayor Bilotto at 6:01 p.m. on July 10, 2025.

Roll Call indicates the following:

Public Comment
Marie Mindeman asked that everyone face the audience and speak into the microphone at City Council meetings.
Forest View residents spoke out on behalf of the families residing there and stated that they are members of the Blue Island community, that many neighbors have been here for many years, and that there has been tremendous negligence by the management, the city, and even the residents. The residents are not sure who is looking out for their best interests and no one is providing them with a clear understanding. He asked that the City work together with the residents for fairness.
New Business
a. Presentation by Hera Property Registry.
They were unable to join the meeting.
6) Mayor's Report
a. Discussion regarding Redevelopment Agreement for 13308 Olde Western Avenue.
The Mayor stated that we will not process this RDA agreement until they close on the property; nonetheless, this is close. It will be a barbecue restaurant.
b. Discussion regarding AKRAS Restaurant Group.
Mayor stated this will be discussed in Executive Session.
c. OmniTRAX Lease Update.
The Mayor remarked that this issue will be discussed in Executive Session.
d. Police Chief Search Update.
The Mayor remarked that this issue will be discussed in Executive Session.
e. Water Infrastructure/Water Tower Loan Update.
The Mayor indicated that there had been conversations for years regarding the water infrastructure. The EPA requires that the elevated and ground level tanks be replaced, and the city is trying to finance it through Wintrust at a good rate. John Kasperek Co., the accounting company, is working with the City to put something together by the end of July. The City can only do one tank at a time. The bond will pay for tank repairs, repainting of interior and exterior tanks, valve replacement, and water pressure concerns with the water system.
f. 119th Vincennes Class 8 Tax Incentive Request.
The Mayor remarked that issue be discussed in Executive Session.

Alderman Roll proposed seeking assistance from the City Attorney and Administration in developing a data governance policy for transitioning our email system servers through a five-step procedure that includes data transfers from water meters to the billing system and the installation of flock cameras. He noted this is something he would like to take on.
11) Adjourn to Executive Session pursuant to 5 ILCS 120/2(c)(11) to discuss litigation that has been filed and is pending before a court or an administrative tribunal and actions of probable or imminent litigation.
Motion by Alderman Johnson, second by Alderman Roll to enter Executive Session.

There being seven (7) Affirmative Votes, the Mayor declared the motion carried.
Motion by Alderman Ruthenberg, second by Alderman Fahrenwald to Reconvene.

Nays: 0
Absent: 0
Abstention: 0
There being seven (7) Affirmative Votes, the Mayor declared the motion carried.
The Mayor discussed imminent litigation.
