SUBJECT: RECEIVE PRESENTATION OF THE TINLEY PARK BUSINESS SPOTLIGHT — THE VOGT HOUSE BY BANGING GAVEL BREWS AND SRS MENS VITALITY HUB -

ACTION: The Vogt House by Banging Gavel Brews is located at 17400 Oak Park Avenue. It is a Tinley Park brewpub located in the historic Vogt House. Banging Gavel brews its own beer, with the production brewery located in the building's basement. The pub offers a full menu, including shareable plates, and the venue regularly hosts live music and other events. The Village is pleased to welcome Banging Gavel.
SRS Men's Vitality Hub is located at 7901 W 159th St. Unit C. It specializes in testosterone optimization and low testosterone treatment for men. It offers a concierge-level experience with personalized, results-driven care, customized to meet your needs.

SUBJECT: RECEIVE PRESENTATION OF THE TINLEY TITAN TOSS - President Glotz
ACTION: The Tinley Titan Toss is a yearly bean bag tournament organized by the Tinley Park High Alumni Scholarship committee. The event raises money for scholarships for graduating seniors from Tinley Park High School.

ACTION: Country singer Ashley Walls was featured at Harmony Square during the last Music in the Plaza on Saturday, October 25th.

SUBJECT: CONSIDER PROCLAIMING NOVEMBER 2025 AS EPILEPSY AWARENESS MONTH IN THE VILLAGE OF TINLEY PARK. - President Glotz
ACTION: Consider proclaiming November 2025 Epilepsy Awareness Month in the Village of Tinley Park.

SUBJECT: CONSIDER APPOINTING MICHAEL COLEMAN TO THE POSITION OF COMMUNITY DEVELOPMENT DIRECTOR - President Glotz
ACTION: Mike joined the Village in 2021 and has been serving as the Interim Community Development Director for the last several months. With Mike’s knowledge, leadership, and his ability to foster teamwork and collaboration he has been able to oversee the building and planning functions and has moved many initiatives forward. He has shown his commitment to the Village, residents, and businesses and is recommended for promotion. Consider appointing Michael Coleman to the position of Community Development Director effective November 5, 2025.

SUBJECT: CONSIDER APPOINTING LISA BECK TO THE POSITION OF ASSISTANT TO THE COMMUNITY DEVELOPMENT DIRECTOR - President Glotz
ACTION: Lisa joined the Village 10 years ago in the Community Development Department and most recently has overseen the day-to-day activities of the building permit function. Prior to joining the Village Lisa held various positions supporting executive leadership performing a variety of administrative and operations functions for over eight (8) years. Lisa’s operational knowledge and professional experience make her a highly qualified candidate for internal promotion. Consider appointing Lisa Beck to the position of Assistant to the Community Development Director effective November 5, 2025.

SUBJECT: CONSIDER APPOINTING MITCHELL EDWARDS TO THE POSITION OF STAFF ACCOUNTANT - President Glotz
ACTION: Mitchell is a financial professional with over 4 years of experience in Accounting, performing a variety of general accounting and finance duties. He has a Bachelor’s Degree and is currently pursuing a Masters in Business Administration. Consider appointing Mitchell Edwards to the position of Staff Accountant effective November 10, 2025.

SUBJECT: CONSIDER APPROVAL OF THE FOLLOWING CONSENT AGENDA ITEMS:
A. CONSIDER ADOPTING RESOLUTION 2025-R-128 APPROVING THE PURCHASE OF OFFICE CUBICLES FROM WAREHOUSE DIRECT OFFICE INTERIORS IN THE AMOUNT OF $46,348.26.
B. CONSIDER ADOPTING RESOLUTION 2025-R-131 APPROVING A CONTRACT BETWEEN THE VILLAGE OF TINLEY PARK AND R.C. WEGMAN CONSTRUCTION COMPANY FOR DEMOLITION OF THE STRUCTURE AT 17116 OAK PARK AVENUE (PREVIOUS EVON'S BUILDING) IN THE AMOUNT OF $63,063.
C. CONSIDER REQUEST FROM BREAD OF LIFE OUTREACH PROGRAM, INC. TO CONDUCT A TAG DAY FUNDRAISER ON NOVEMBER 14 AND 15, 2025, AT CERTAIN INTERSECTIONS IN THE VILLAGE OF TINLEY PARK.
D. CONSIDER REQUEST FROM ST GEORGE CHURCH, TO CONDUCT A RAFFLE THROUGH NOVEMBER 20, 2025, WITH THE MAXIMUM VALUE OF ALL PRIZES NOT TO EXCEED $150. WINNERS WILL BE DRAWN AT ST GEORGE, 6707 175TH STREET.
E. CONSIDER PAYMENTS OF OUTSTANDING BILLS IN THE AMOUNT OF $2,720,281.92 AS LISTED ON THE VENDOR BOARD APPROVAL REPORTS DATED OCTOBER 24 AND 31, 2025.
ACTION: Discussion: Consider approval of consent agenda items.
ITEM #11
SUBJECT: CONSIDER ADOPTING ORDINANCE 2025-O-038 GRANTING A SPECIAL USE FOR A SUBSTANTIAL DEVIATION FROM THE PARK CENTER PLAZA PUD TO ALLOW FOR THE ESTABLISHMENT OF AN ADULT DAYCARE FACILITY AT 16050 HARLEM AVENUE (ACTIVE DAY) - Trustee Mahoney
ACTION: The request allows for the establishment of an adult daycare facility in the former American Freight in-line commercial space at 16050 Harlem Avenue in the B-3 PD Zoning District. The Plan Commission held a Public Hearing on October 16, 2025, and voted 6-0 to recommend approval of the Special Use in accordance with the plans and Findings of Fact listed in the Staff Report. This Ordinance is eligible for adoption.

SUBJECT: CONSIDER AN ORDINANCE GRANTING A VARIATION FROM THE ZONING ORDINANCE AT 16801 SAYRE AVENUE (MAHONEY GARAGE) - Trustee Mueller
ACTION: The requested Variation permits a garage that exceeds the maximum accessory structure floor area and maximum structure width. The two-level garage addition is currently under construction. The Plan Commission held a Public Hearing on October 16, 2026, and voted 2-3 and 1 vote abstaining, recommending denial of the request in accordance with the listed plans, the recommended condition, and drafted Findings of Fact in the Staff Report. This Ordinance is eligible for First Reading.
