Item #1 - The meeting of the Public Works Committee Meeting was called to order at 7:02 p.m.
Item #2 – CONSIDER APPROVAL OF THE MINUTES OF THE PUBLIC WORKS AND BOUNDARIES COMMITTEE MEETING HELD ON DECEMBER 20, 2016 - Motion was made by Trustee Vandenberg, seconded by Trustee Maher to approve the minutes of the Public Works and Boundaries Committee Meeting held on December 20, 2016. Vote by voice. Chairman Younker declared the motion carried.
Item #3 – DISCUSS UNINTERRUPTED POWER SUPPLY (UPS) – Assistant Village Manager, Steve Tilton noted in order to provide back-up/emergency power supply to all of the Village’s critical public safety equipment, the Village utilizes an uninterrupted power supply (UPS) at the Public Safety Building. The UPS provides uninterrupted emergency power to the public safety computer, radio and telephone equipment in the 911 Center and Emergency Operations Center. The current UPS was installed in 2006 and is in need of upgrade due to its age.
The Village solicited multiple quotes for the upgrade of the UPS and D & B Power Associates, located in St. Charles, IL. provided the Village with the lowest cost quote of $20,906 which is $1,096 under the Village’s budgeted amount for this project. As part of the quoted price, D & B will provide one year of warranty and/or maintenance on the UPS. The expected life cycle of the UPS upgrade is 10-12 years.
Motion was made by Trustee Maher, seconded by Trustee Vandenberg to approve the upgrade of the Uninterrupted Power Supply at the Public Safety Building. Vote by voice. Chairman Younker declared the motion carried.
Item #4 – DISCUS PANDUIT POND DESIGN – Village Manager Dave Niemeyer explained the review of the proposed design and other amenities of the proposed Panduit Pond with the Committee. The Village is in the process of getting this property donated from Panduit and the need to get this out to bid and under construction by Spring 2017.
A meeting was held with the Panduit TIF committee created by Clerk Rea to get their feedback on the design. The design has approximately $628,000 in improvements in Phase 1, which is scheduled to be completed by the end of 2018. Phase 1 will include basic improvements, basin plantings, seeding, erosion control, and geese exclusion fencing. It will also include additional amenities such as a path, perimeter landscaping, parkway trees, natural area signage, and a southwest corner entry plaza.
Phase 2 has approximately $110,000 in improvements and will be scheduled when there is sufficient increment in the TIF to begin the work. It will include northwest entry plaza and a deck/overlook area.
There is also approximately $35,000 in design and construction administration services and $17-21,000 in annual maintenance costs.
Motion was made by Trustee Maher, seconded by Trustee Vandenberg to move forward with Preparing bid documents for the Phase 1 work. Vote by voice. Chairman Younker declared the motion carried.
ITEM #5 – RECEIVE COMMENTS FROM THE PUBLIC – Resident #1 – I would like to agree with the addition of the Southeast entrance to the pond. Are there 2 TIF districts to fund this Panduit project? Will the initial Engineering be part of the TIF?
