Village of Tinley Park Board of Trustees met Aug. 20

Here are the minutes provided by the board:

The regular meeting of the Board of Trustees, Village of Tinley Park, Illinois, was held in the Council Chambers located in the Village Hall of Tinley Park, 16250 Oak Park Avenue, Tinley Park, IL on August 20, 2024, 2024. President Glotz called this meeting to order at 6:04 p.m. 

At this time President Glotz led the Board and audience in the Pledge of Allegiance. 

Clerk O'Connor called the roll. Present and responding to roll call were the following: 

Village President: Michael W. Glotz

Trustees: William P. Brady 

William A. Brennan 

Dennis P. Mahoney

Motion was made by Trustee Brennan, seconded by Trustee Shaw to approve the agenda as written or amended for this meeting. Vote on roll call. Ayes: Brady, Brennan, Mahoney, Mueller, Shaw, Sullivan. Nays: None. Absent: None. President Glotz declared the motion carried. 

Motion was made by Trustee Mueller, seconded by Trustee Brennan to approve and place on file the minutes of the special Village Board meetings held on August 7 and 15, 2024. Vote on roll call. Ayes: Brady, Brennan, Mahoney, Mueller, Shaw, Sullivan. Nays: None. Absent: None. President Glotz declared the motion carried. 

Motion was made by Trustee Brady, seconded by Trustee Brennan to proclaim recognition of TINLEY PARK POLICE SERGEANT JEFFREY GRAVES, OFFICERS KENT BORDEN AND MATTHEW HIMMELMANN FOR LIFE-SAVING ACTIONS. President Glotz asked if there were any comments from members of the Board or public. There were none. Vote on roll call. Ayes: Brady, Brennan, Mahoney, Mueller, Shaw, Sullivan. Nays: None. Absent: None. President Glotz declared the motion carried. 

Motion was made by Trustee Brennan, seconded by Trustee Brady to appoint KRIS DUNN TO THE POSITION OF DEPUTY FIRE SERVICE ADMINISTRATOR, Kris has been in the Fire Department for nearly 32 years of dedicated service. He has risen through the ranks from Firefighter, Engineer, Lieutenant, Captain, and Assistant Chief. He has been serving as Interim Deputy Chief since March 2024. Kris has served the Interim Deputy position with pride, dedication, and integrity. He holds numerous professional fire service certificates. Kris has served in the operational and special events division for several years and is instrumental in starting up the Unified Command Group working with other Village Departments. Kris has been Incident Commander or part of the Incident Command Team at numerous fire and large-scale events in Tinley Park and other MABAS communities. President Glotz asked if there were any comments from members of the Board or public. There were none. Vote on roll call. Ayes: Brady, Brennan, Mahoney, Mueller, Shaw, Sullivan. Nays: None. Absent: None. President Glotz declared the motion carried. 

Motion was made by Trustee Brennan, seconded by Trustee Brady to conduct a swearing-in ceremony for Fire Services Administrator Kris Dunn. Vote on roll call. Ayes: Brady, Brennan, Mahoney, Mueller, Shaw, Sullivan. Nays: None. Absent: None. President Glotz declared the motion carried. 

President Glotz and Clerk O'Connor presented the Tinley Park Business Spotlight.

Motion was made by Trustee Mueller, seconded by Trustee Shaw to consider approving the following Consent Agenda items: 

A. CONSIDER ADOPTING RESOLUTION 2024-R-101 FOR A PURCHASE IN THE AMOUNT OF $78,231.60 FOR MOTOROLA APX-NEXT XE PORTABLE RADIOS FOR THE TINLEY PARK FIRE DEPARTMENT THROUGH THE COOK COUNTY EMERGENCY TELEPHONE SYSTEM BOARD (ETSB) BOARD. 

B. CONSIDER ADOPTING RESOLUTION 2024-R-102 FOR A PURCHASE IN THE AMOUNT OF $28,827.36 FOR MOTOROLA VHF-800 MOBILE RADIOS FOR THE TINLEY PARK FIRE DEPARTMENT THROUGH THE COOK COUNTY EMERGENCY TELEPHONE SYSTEM BOARD (ETSB). 

C. CONSIDER PAYMENTS OF OUTSTANDING BILLS IN THE AMOUNT OF $3,517,468.24 AS LISTED ON THE VENDOR BOARD APPROVAL REPORTS DATED AUGUST 9 AND 16, 2024. 

President Glotz asked if anyone from the Board would like to remove or discuss any items from the Consent Agenda. No items were removed or discussed. President Glotz asked if there were any comments from members of the public. There were none. Vote on roll call. Ayes: Brady, Brennan, Mahoney, Mueller, Shaw, Sullivan. Nays: None. Absent: None. President Glotz declared the motion carried. 

Motion was made by Trustee Mahoney, seconded by Trustee Shaw to adopt and place on file RESOLUTION 2024-R-099 SUPPORTING AND CONSENTING TO THE FILING OF A CLASS 7B APPLICATION THAT IS NECESSARY FOR DEVELOPMENT TO OCCUR AT 16210 HARLEM AVENUE (CHICK-FIL-A). This Resolution provides support for the Cook County Class 7b reclassification request which reduces the tax assessment ratio for the property at 16210 Harlem Avenue to be developed as a Chick-fil-A. This item was recommended for approval at the Economic and Commercial Commission on August 12, 2024, and discussed earlier this evening at the Committee of the Whole. President Glotz asked if there were any comments from members of the Board or public. There were none. Vote on roll call. Ayes: Brady, Brennan, Mahoney, Mueller, Shaw, Sullivan. Nays: None. Absent: None. President Glotz declared the motion carried. 

Motion was made by Trustee Shaw, seconded by Trustee Sullivan to INCLUDE THE ADDRESS 16300 HARLEM TO RESOLUTION 2024-R-099 SUPPORTING AND CONSENTING TO THE FILING OF A CLASS 7B APPLICATION THAT IS NECESSARY FOR DEVELOPMENT TO OCCUR AT 16210 HARLEM AVENUE (CHICK-FIL-A). Vote on roll call. Ayes: Brady, Brennan, Mahoney, Mueller, Shaw, Sullivan. Nays: None. Absent: None. President Glotz declared the motion carried. 

Motion was made by Trustee Mueller, seconded by Trustee Sullivan to adopt and place on file RESOLUTION 2024-R-103 APPROVING THE PURCHASE OF ELECTRIC VEHICLE CHARGERS FROM REVERE CONSULTING FOR HARMONY SQUARE. Consider approving a purchase with Revere Consulting, in the amount of $180,078 for the purchase and commissioning of sixteen. (16) electric vehicle charging stations in relation to the Harmony Square site. This item was discussed at the Committee of the Whole meeting held prior to this meeting. President Glotz asked if there were any comments from members of the Board or public. There were none. Vote on roll call. Ayes: Brady, Brennan, Mahoney, Mueller, Shaw, Sullivan. Nays: None. Absent: None. President Glotz declared the motion carried. 

Motion was made by Trustee Mahoney, seconded by Trustee Sullivan to move the discussion of RESOLUTION 2024-R-100 AUTHORIZING A CERTAIN ADVISORY REFERENDUM QUESTION REGARDING WHETHER THE VILLAGE OF TINLEY PARK SHALL PASS A RESOLUTION URGING THE STATE OF ILLINOIS TO PASS LEGISLATION THAT REQUIRES THE STATE OF ILLINOIS TO INCREASE STATE FUNDING FOR PUBLIC SCHOOLS THAT RESULTS IN LOWER PROPERTY TAX BILLS AND REDUCES TAX BURDEN ON LOCAL PROPERTY OWNERS AND TAXPAYERS, SPECIFICALLY THOSE IN SOUTH SUBURBAN COOK COUNTY, TO BE PLACED ON THE BALLOT TO BE VOTED ON AT THE GENERAL ELECTION TO BE HELD ON NOVEMBER 5, 2024 FOR THE VILLAGE OF TINLEY, COUNTIES OF COOK AND WILL, STATE OF ILLINOIS to the September 17, 2024 Village Board Meeting. Vote on roll call. Ayes: Brady, Brennan, Mahoney, Mueller, Shaw, Sullivan. Nays: None. Absent: None. President Glotz declared the motion carried. 

President Glotz asked if there were any comments from members of the Staff. There were none. 

President Glotz asked if there were any comments from members of the Board. 

Trustee Sullivan announced two businesses celebrating their Grand Opening that will take place in the upcoming week. On August 22nd Amazon Fresh on Harlem Avenue will be opening and on August 24th Sierra in Brookside Market Place will open. 

Trustee Sullivan also announced the Music in the Plaza will feature Boy Band Night on August 24th at 7 p.m. in Zabrocki Plaza. 

President Glotz stated that Ribfest was not a Village sponsored event. The Village did receive payment from Ribfest for any assistance received from Village Marketing, Public Safety, and Public Works Staff. 

President Glotz referred to the Village cost of processing FOIA requests compared to the cost of processing FOIA requests for the Tinley Park Park District. The park district costs are much higher than the Village costs. 

President Glotz asked if there were any comments from members of the public. 

President Glotz reminded commenters of the Public Comment policy and the need for order and decorum. 

A public comment was received by Diane Galante apologizing for her decorum at a previous Village Board meeting regarding the public comment policy. She also stated concerns she has with previous ethics complaints. 

President Glotz clarified Ms. Galante's comments referring the Village Attorney. He noted she was not referring of our current Village Attorney. President Glotz also presented recent timelines for amendments Village Code regarding Public Comment which the former Trustee Diane Galante supported. 

Clerk O'Connor spoke to the Ethics Complaints, ARDC Complaints, Public Access Counselor Complaints that have been filed by Ms. Galante. 

Motion was made by Trustee Shaw, seconded by Trustee Sullivan to adjourn the Village Board meeting at 6:50 p.m. Vote on roll call. Ayes: Brady, Brennan, Mahoney, Mueller, Shaw, Sullivan. Nays: None. Absent: None. President Glotz declared the motion carried.
