Village of Tinley Park Village Board met Nov. 19

Here are the minutes provided by the board:

The regular meeting of the Board of Trustees, Village of Tinley Park, Illinois, was held in the Council Chambers located in the Village Hall of Tinley Park, 16250 Oak Park Avenue, Tinley Park, IL on November 19, 2024. President Glotz called this meeting to order at 6:31 p.m. 

At this time President Glotz led the Board and audience in the Pledge of Allegiance. 

Clerk O'Connor called the roll. Present and responding to roll call were the following: 

Village President: Michael W. Glotz

Trustees: William P. Brady 

William A. Brennan

Michael G. Mueller 

Kenneth E. Shaw 

Colleen M. Sullivan 

Absent: Dennis P. Mahoney 

Also Present: 

Village Manager: Patrick Carr 

Asst. Village Manager: Hannah Lipman 

Village Attorney: Michael DelGaldo 

Motion was made by Trustee Brennan, seconded by Trustee Brady to approve the agenda as written or amended for this meeting. Vote on roll call. Ayes: Brady, Brennan, Mueller, Shaw, Sullivan. Nays: None. Absent: Mahoney. President Glotz declared the motion carried. 

Motion was made by Trustee Sullivan, seconded by Trustee Brennan to approve and place on file the minutes of the special Village Board Meeting held on November 6, 2024. Vote on roll call. Ayes: Brady, Brennan, Mueller, Shaw, Sullivan. Nays: None. Absent: Mahoney. President Glotz declared the motion carried. 

President Glotz and Clerk O'Connor presented the Tinley Park Business Spotlight. 

● Bean 'N Breek Coffee, 17835 80th Avenue 

Motion was made by Trustee Brennan, seconded by Trustee Sullivan to recognize TINLEY PARK HIGH SCHOOL TEACHER LAUREN BRAZEL FOR BEING NAMED THE GRAND PRIZE WINNER OF THE NATIONAL HEROES OF THE CLASSROOM PROGRAM. The National Heroes of the Classroom Program, presented by Kleenex, recognizes kindergarten through 12th grade teachers for their hard work, resilience, and dedication to students. Ms. Brazel was selected as the grand-prize winner among 10 finalists at schools in California, Florida, Georgia, Hawaii, Illinois, Nevada, New Jersey, South Carolina and, Utah. As the winner, Mrs. Brazel will receive a check for $5,000, and the high school will receive a $5,000 check and a one-year supply of Kleenex tissue. Ms. Brazel has been a teacher for 19 years, with the last nine years as a special education teacher. President Glotz asked if there were any comments from members of the Board or public. There were none. Vote on roll call. Ayes: Brady, Brennan, Mueller, Shaw, Sullivan. Nays: None. Absent: Mahoney. President Glotz declared the motion carried. 

Motion was made by Trustee Sullivan, seconded by Trustee Brennan to consider approving the following Consent Agenda items: 

A. CONSIDER ADOPTING RESOLUTION 2024-R-137 AUTHORIZING THE RELEASE OF CERTAIN EXECUTIVE SESSION MINUTES. 

B. CONSIDER ADOPTING RESOLUTION 2024-R-139 APPROVING A CONTRACT BETWEEN THE VILLAGE OF TINLEY PARK AND SAMSARA FOR THE PUBLIC WORKS VEHICLE CAMERA SERVICE PROVIDER CHANGE (YEAR 1 OF 3) IN THE AMOUNT OF $13,798.77. 

C. CONSIDER ADOPTING RESOLUTION 2024-R-140 APPROVING A CONTRACT BETWEEN THE VILLAGE OF TINLEY PARK AND CHRISTOPHER B. BURKE ENGINEERING, LTD. FOR POST #2 (18301 RIDGELAND AVENUE) ELECTRICAL IMPROVEMENTS - ENGINEERING SERVICES IN THE AMOUNT OF $98,000. 

D. CONSIDER PAYMENTS OF OUTSTANDING BILLS IN THE AMOUNT OF $6,737,309.47 AS LISTED ON THE VENDOR BOARD APPROVAL REPORTS DATED NOVEMBER 8 AND 15, 2024. 

President Glotz asked if anyone from the Board would like to remove or discuss any items from the Consent Agenda. No items were removed or discussed. President Glotz asked if there were any comments from members of the public. There were none. Vote on roll call. Ayes: Brady, Brennan, Mueller, Shaw, Sullivan. Nays: None. Absent: Mahoney. President Glotz declared the motion carried. 

Motion was made by Trustee Sullivan, seconded by Trustee Mueller to adopt and place on file ORDINANCE 2024-0-059 AMENDING TITLE XI, CHAPTER 112, SECTION 22: PERMITTED NUMBER OF LIQUOR LICENSES (CLASS "D" - ALL-OUT SMOKE PIT-7101 W. 183rd STREET UNITS 103 & 104). All-Out Smoke Pit has approached the Mayor's Office seeking a Class D license for a planned establishment at 7101 W. 183rd St, Units 103 & 104. All-Out Smoke Pit aims to deliver high-quality BBQ in a restaurant and bar setting, featuring classic barbecue cuisine such as slabs, pulled pork, brisket, rib tips, and grilled wings, along with a variety of soul food sides like mac-n-cheese, collard greens, yams, baked beans, and mostaccioli. Their mission is to offer delicious food, exceptional service, and a welcoming ambiance that captures the authentic spirit of American BBQ, and they seek to expand their brand to the Village of Tinley Park. President Glotz asked if there were any comments from members of the Board or public. There were none. Vote on roll call. Ayes: Brady, Brennan, Mueller, Shaw, Sullivan. Nays: None. Absent: Mahoney. President Glotz declared the motion carried. 

Motion was made by Trustee Mueller, seconded by Trustee Brennan to adopt and place on file RESOLUTION 2024-R-138 APPROVING A SUPPLEMENTAL AGREEMENT BETWEEN THE VILLAGE OF TINLEY PARK AND ROBINSON ENGINEERING, LTD. FOR THE 175TH STREET CONSTRUCTION ENGINEERING SERVICES. This supplemental agreement with Robinson Engineering, Ltd. is in the not to exceed amount of $150,000. This item was discussed at the Committee of the Whole meeting held prior to this meeting. President Glotz asked if there were any comments from members of the Board or public. There were none. Vote on roll call. Ayes: Brady, Brennan, Mueller, Shaw, Sullivan. Nays: None. Absent: Mahoney. President Glotz declared the motion carried. 

Motion was made by Trustee Mueller, seconded by Trustee Brennan to adopt and place on file RESOLUTION 2024-R-141 APPROVING A CONTRACT BETWEEN THE VILLAGE OF TINLEY PARK AND CHRISTOPHER B. BURKE ENGINEERING, LTD. FOR POST #17 (9322 LAPORTE ROAD) & POST #19 (174TH STREET & OZARK AVENUE) LIFT STATION IMPROVEMENTS - ENGINEERING SERVICES. This contract with Christopher B. Burke Engineering, LTD. is in the amount of $129,900. This item was discussed at the Committee of the Whole meeting held prior to this meeting. President Glotz asked if there were any comments from members of the Board or public. There were none. Vote on roll call. Ayes: Brady, Brennan, Mueller, Shaw, Sullivan. Nays: None. Absent: Mahoney. President Glotz declared the motion carried. 

Motion was made by Trustee Brennan, seconded by Trustee Mueller to adopt and place on file ORDINANCE 2024-O-060 AMENDING SPECIFIC SECTIONS OF CHAPTER 91 OF THE TINLEY PARK VILLAGE CODE OF ORDINANCES RELATED TO ANIMALS. This Ordinance amends specific sections of Chapter 91(Animals) of the Village Ordinance to align with the State of Illinois Statutes and current best practices. The update aims to provide clearer descriptions, definitions, and processes of providing animal services. This item was discussed at the Committee of the Whole held prior to this meeting. President Glotz asked if there were any comments from members of the Board or public. There were none. Vote on roll call. Ayes: Brady, Brennan, Mueller, Shaw, Sullivan. Nays: None. Absent: Mahoney. President Glotz declared the motion carried. 

President Glotz asked if there were any comments from members of the Staff. There were none. 

President Glotz asked if there were any comments from members of the Board. 

Trustee Shaw announced that on Wednesday, November 20th, from 6:30 to 8:30 p.m., he will be the guest bartender at Frankie's Est. 1988, 9501 171st Street. This is a fundraiser for Filling the Gap, a faith-based restorative organization dedicated to providing dignified and transformational housing to people in need. 

Trustee Shaw also announced St. Julie Billiart Catholic Church will be celebrating its 50th Anniversary. Former Deacons and Priest have been visiting the Church. This Thanksgiving, Bishop Louis Tylka will be presiding over Mass. Bishop Tylka is a former priest at St. Julie. 

Trustee Brady wished everyone a Happy Thanksgiving. 

President Glotz congratulated Village Attorney Mike Del Galdo for winning Best Attorney in the Southland's Best Readers Poll this year. 

President Glotz announced that the Report and Recommendation of the Review Board of the Illinois Attorney Registration and Disciplinary Commission (ARDC) regarding Stephen Eberhardt has been submitted. After the ARDC Hearing Board found Mr. Eberhardt had committed misconduct, the Review Board recommended that Mr. Eberhardt be suspended for five months and until he completes the ARDC Professionalism Seminar, and pays any monetary sanction ordered. He thanked Attorney Patrick J. Walsh for his hard work. 

President Glotz stated concerns about the conduct of certain law firms in the South Suburbs this election season in Homer Glen and the Tinley Park Park District. He spoke to the animosity created between the Tinley Park Park District and the Village Board by this law firm and the people they represent. 

President Glotz stated concerns about the remediation project at the former Tinley Park Mental Health Center (TPMHC) property and its project manager. 

Trustee Shaw concurred with President Glotz, and is concerned. 

Clerk O'Connor encouraged residents to read the letter they recently received from the Tinley Park Park District regarding the remediation project at the TPMHC property. She then spoke to the remediation projection and stated concerns with how the hazardous waste is being disposed of. She has concerns about the air quality coming from the site. 

President Glotz asked if there were any comments from members of the public. There were none. 

Motion was made by Trustee Brennan, seconded by Trustee Shaw, at 7:10 p.m. to adjourn to Executive Session to discuss the following: 

A. THE APPOINTMENT, EMPLOYMENT, COMPENSATION, DISCIPLINE, PERFORMANCE, OR DISMISSAL OF SPECIFIC EMPLOYEES OF THE PUBLIC BODY OR LEGAL COUNSEL FOR THE PUBLIC BODY, INCLUDING HEARING TESTIMONY ON A COMPLAINT LODGED AGAINST AN EMPLOYEE OF THE PUBLIC BODY OR AGAINST LEGAL COUNSEL FOR THE PUBLIC BODY TO DETERMINE ITS VALIDITY. 

Vote on roll call. Ayes: Brady, Brennan, Mueller, Shaw, Sullivan. Nays: None. Absent: Mahoney. President Glotz declared the motion carried.
