The special meeting of the Board of Trustees, Village of Tinley Park, Illinois, was held in the Council Chambers located in the Village Hall of Tinley Park, 16250 Oak Park Avenue, Tinley Park, IL on Monday, December 2, 2024. President Glotz called this meeting to order at 5:03 p.m.
At this time, President Glotz led the Board and audience in the Pledge of Allegiance.
Clerk O'Connor called the roll. Present and responding to roll call were the following:

President Glotz stated that Trustee Shaw has requested to participate in this meeting by telephone conference call due to employment purposes. Motion was made by Trustee Brennan, seconded by Trustee Mueller to approve Trustee Shaw's request to participate in the meeting by electronic means pursuant to Section 30.28 of the Tinley Park Village Code. Vote on roll call. Ayes: Brady, Brennan, Mueller, Shaw, Sullivan. Nays: None. Absent: Mahoney. President Glotz declared the motion carried.

Motion was made by Trustee Brennan, seconded by Trustee Sullivan to appoint TIM MELINE TO THE POSITION OF ASSISTANT HR DIRECTOR. Tim has over 25 years of professional human resources experience directly managing recruitment efforts, leading employee relations, developing and administering benefits programs, compensation, payroll, and policy with a strong focus on the development and implementation of key HR best practices targeted at improving the selection, development, performance, and retention of employees. Tim holds a Bachelor of Science in Business Administration with a concentration in Human Resources Management. President Glotz asked if there were any comments from members of the Board or public. A. CONSIDER ADOPTING RESOLUTION 2024-R-142 AUTHORIZING THE 2025 REGULAR MEETINGS SCHEDULE FOR THE MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES AND THE COMMITTEE OF THE WHOLE.
B. CONSIDER PAYMENTS OF OUTSTANDING BILLS IN THE AMOUNT OF $2,429,709.99 AS LISTED ON THE VENDOR BOARD APPROVAL REPORTS DATED NOVEMBER 22 AND 29, 2024.

Motion was made by Trustee Mueller, seconded by Trustee Sullivan to adopt and place on file ORDINANCE 2024-O-062 AMENDING PAY SCALES AND CERTAIN FRINGE BENEFITS FOR EMPLOYEES FOR THE FISCAL YEAR ENDING APRIL 30, 2025. This Ordinance amends the established pay scales for Appendix A and Appendix B beginning May 1, 2024, and ending April 30, 2025. This item was discussed at the Committee of the Whole held prior to this meeting. President Glotz asked if there were any comments from members of the Board or public. There were none. Vote on roll call. Ayes: Brady, Brennan, Mueller, Shaw, Sullivan. Nays: None. Absent: Mahoney. President Glotz declared the motion carried.
Motion was made by Trustee Mueller, seconded by Trustee Brennan to adopt and place on file RESOLUTION 2024-R-143 APPROVING AN AGREEMENT BETWEEN THE VILLAGE OF TINLEY PARK AND ROBINSON ENGINEERING, LTD. FOR FOR THE FORMER BECHSTEIN PROPERTY PROFESSIONAL ENGINEERING & SURVEYING SERVICES. This agreement with Robinson Engineering, LTD., is for the not to exceed amount of $119,000. This item was discussed at the Committee of the Whole meeting held prior to this meeting. President Glotz asked if there were any comments from members of the Board or public. There were none. Vote on roll call. Ayes: Brady, Brennan, Mueller, Shaw, Sullivan. Nays: None. Absent: Mahoney. President Glotz declared the motion carried.
Motion was made by Trustee Mueller, seconded by Trustee Brennan to adopt and place on file RESOLUTION 2024-R-144 APPROVING AN AGREEMENT BETWEEN THE VILLAGE OF TINLEY PARK AND ROBINSON ENGINEERING, LTD. FOR THE 80TH AVENUE & TIMBER DRIVE TRAFFIC SIGNALS - DESIGN ENGINEERING SERVICES. This agreement with Robinson Engineering, Ltd., is for the not to exceed amount of $120,000. This item was discussed at the Committee of the Whole meeting held prior to this meeting. President Glotz stated at the Public Works and Boundaries Committee meeting on May 20, 2014, that a $200,000 financial commitment for a DECO Grant, sponsored by State Senator Michael Hastings, was announced for this project. However, no funds have been received from this commitment to date. Vote on roll call. Ayes: Brady, Brennan, Mueller, Shaw, Sullivan. Nays: None. Absent: Mahoney. President Glotz declared the motion carried.

Trustee Sullivan stated the Holiday Market will run from December 6-8, 2024, with the Community Tree-Lighting Ceremony at 6:15 p.m. starting the events on Friday, December 6th and closing with the Tinley Park Chamber of Commerce's annual Parade of Lights at 5:00 p.m. Sunday, December 8th running north along Oak Park Avenue from 177th Street to 172nd Street.

Motion was made by Trustee Mueller, seconded by Trustee Brady, at 5:37 p.m. to adjourn to Executive Session to discuss the following:
A. COLLECTIVE NEGOTIATING MATTERS BETWEEN THE PUBLIC BODY AND ITS EMPLOYEES OR THEIR REPRESENTATIVES, OR DELIBERATIONS CONCERNING SALARY SCHEDULES FOR ONE OR MORE CLASSES OF EMPLOYEES.
