South Cook County schools would be net winners of state funding under a bill that passed the Illinois State Senate on Wednesday.
Collectively, the southern part of the county's 59 school districts would get approximately $45 million per year more from the state's school funding formula, an 11 percent increase from their 2015 funding levels, according to an Illinois State Board of Education analysis obtained by South Cook News.
Two State Senators representing south Cook County -- Emil Jones III (D-Chicago), Napoleon Harris (D-Flossmoor), Donne Trotter (D-Chicago) and Michael Hastings (D-Tinley Park) -- voted "yes" on Senate Bill 1, which passed 35-18 with three Senators voting present.
Central Stickney School District 110 (87% decrease), Alsip-Hazelgreen-Oaklawn School District 126 (86% decrease), Reavis Township School District 220 (85% decrease), Palos Heights School District 128 (79% decrease), Orland School District 135 (78% decrease), Palos School District 118 (77% decrease), Orland Park School District 230 (77% decrease), Thornton School District 154 (37% decrease), Matteson School District 159 (11% decrease), Flossmoor School District 161 (7% decrease), Homewood School District 153 (5% decrease), Evergreen Park School District 124 (4% decrease) and Oak Lawn Hometown School District 123 (3% decrease) would all be losers if Senate Bill 1 is enacted into law.
Burbank School District 111 (33% increase), Hoover-Schrum Memorial School District 157 (29% increase), Summit School District 104 (25% increase) and Cook County School District 130 (25% increase) all stand to receive more state funding from the bill.
Senate Bill 1, sponsored by State Sen. Andy Manar (D-Bunker Hill), includes a $385 million bailout of Chicago Public Schools, which face bankruptcy due to years of deficit spending.
The state funding cuts wouldn't take effect immediately. Manar's bill also includes a temporary "hold harmless" clause that would effectively delay them for two years.
The ISBE analysis was conducted last summer, after Manar unveiled his school funding proposal. It is the last known analysis of the bill.
Gov. Bruce Rauner has vowed to veto the legislation should it reach his desk.
